Minimum Requirements
Applicants must meet the following essential qualifications and experience criteria:
- A Grade 12 (Matric) certificate or an equivalent qualification.
- A Diploma or Degree in Labour Relations, Employment Relations, or Human Resources Management (or an equivalent qualification).
- A minimum of 2-3 years’ relevant experience in Labour Relations or Human Resources Management.
- Experience in handling labour relations issues in both internal and external tribunals (foras).
- Computer literacy and a strong ability to work with relevant systems.
- A valid driver’s license and a willingness to travel as needed.
Recommendations
Candidates with the following additional competencies will have an advantage:
- Knowledge of the Labour Relations Act, Public Service legislations, and other Human Resource Management policies.
- Familiarity with bargaining processes, dispute resolutions, and labour relations statutes.
- An understanding of International Labour Organization (ILO) conventions.
- Knowledge of TVET and CET Administration as well as the Higher Education sector.
- Proficiency in PERSAL (Personnel and Salary Administration System).
- Ability to travel without the need for a dedicated driver.

Duties and Responsibilities
The appointed Labour Relations Officer will be responsible for:
- Promoting and implementing sound labour relations practices.
- Providing expert advice to stakeholders regarding labour relations matters.
- Participating in the development and execution of labour relations policies and manuals.
- Conducting capacity-building initiatives for stakeholders on labour-related processes.
- Managing and resolving grievances and disputes within the institution.
- Representing the employer in conciliation and arbitration proceedings.
- Handling case management for grievances and misconduct cases.
- Representing the Department in disciplinary hearings.
- Engaging in collective bargaining processes.
- Strengthening stakeholder relations between employers and employees.
- Coordinating with internal and external stakeholders to ensure compliance with policies.
- Preparing comprehensive reports on labour relations matters for the institution’s leadership.
