About the Eastern Cape Rural Development Agency (ECRDA)

The Eastern Cape Rural Development Agency (ECRDA) is a Schedule 3C entity under the Public Finance Management Act, 1 of 1999, as amended. ECRDA’s mandate is to facilitate, support, and drive rural development in the Eastern Cape, ensuring economic growth and sustainability in rural communities.

Main Purpose of the Position

The Human Resources Clerk will be responsible for handling general HR administration duties to ensure smooth and efficient HR operations at ECRDA. The ideal candidate should have strong attention to detail, knowledge of HR and payroll systems, and a good understanding of HR legislation.

Minimum Requirements

Education

  • Grade 12 (NQF Level 4)
  • National Diploma in Human Resources Management (NQF Level 6)

Experience

  • 2-3 years’ experience in Human Resources and Payroll
  • Proficiency in HR and payroll systems (VIP Payroll)

Knowledge, Competency, and Attributes Required

  • Strong attention to detail and accuracy
  • Good understanding of HR legislation, especially the Basic Conditions of Employment Act (BCEA)
  • Basic knowledge of the Protection of Personal Information Act (POPIA)
  • Time management skills
  • Strong moral competence and integrity
  • Excellent communication skills
  • Results and quality-focused approach

Key Responsibilities

The successful candidate will handle various HR administrative duties, including but not limited to:

Leave Management and Payroll Support

  • Monitoring and managing leave records
  • Leave reconciliation on Employee Self-Service (ESS) and VIP Payroll systems
  • Providing payroll support to ensure accurate salary payments

Employee Records and HR Administration

  • Developing, implementing, and monitoring employee records
  • Ensuring accurate record-keeping of all HR documents
  • Receiving and processing HR-related invoices

Recruitment Support and Travel Arrangements

  • Assisting in the publishing of job adverts
  • Helping with interview scheduling and coordination
  • Booking travel and accommodation for employees when necessary
